RAF PROCESS AND ORGANISATION REVIEW

As announced in February 2020, the RAF Process and Organisation Review (POR) is jointly sponsored by Commander in Chief Strike Command and Commander in Chief Personnel and Training Command. It is aiming at establishing a new HQ organisation suitable for the future, including a 41,000-strong RAF. It is examining the potential for collocation and rationalisation of RAF Command HQs - Strike Command at RAF High Wycombe and Personnel and Training Command at RAF Innsworth respectively.

The new organisation will be leaner, flatter, have less bureaucracy and benefit from greater delegation of authority and accountability, together with improved ways of working.

The current combined staff of the two HQs is approximately 3000. The target for the new co-located HQs is 2020. This would offer scope to locate the HQs at either of the current sites, potentially reducing the implementation timescale and the risk to business continuity.

In addition to cost, other important issues such as regional economic input, environmental impact and immediate affordability, will have an impact on the final decision.

At this stage, the best options for collocation have been identified as RAF High Wycombe or RAF Innsworth, but they are close in value for money terms.

As announced in November 2020, High Wycombe and Innsworth along with the "do minimum" option (staying on the two sites) are to be examined in more detail.

Work has already started to examine the options in more detail so that costs and benefits can be measured more accurately and will enable the RAF to make a firm recommendation to Ministers early next year.

The outline Business Case and Investment Appraisal to compare the range of single site options (including High Wycombe, Innsworth and other possible sites such as Brampton/Wyton/Henlow) with staying on two sites (the "do minimum" option) has been prepared.

PTC will continue to keep both the Trades Unions and staff at both Commands informed as plans develop.

It is too early to say whether redundancies will be required. However, any drawdown of personnel will be managed as far as possible through normal turnover in people and jobs. Every effort will be made to try to find alternative employment for personnel affected by the restructuring. Re-training and re-deployment will be pursued where possible.

While it is still too early to propose a timetable for collocation, the target is to establish at the new HQ by no later than 2020.
