END TO END REVIEW: THE DEFENCE LOGISTICS TRANSFORMATION

Background

Changes to the way the RAF maintains its aircraft are planned.In 2020, the MOD undertook an end to end review of logistics processes from front line to industry. Its key recommendation was to reduce the lines of maintenance from 4 (see footnote) to 2: Forward and Depth. Forward will include what in the main used to be 1st Line (and has a deployment role. Depth was what used to be called 2nd to 4th line.

The review recommended that air depth support could best be rationalised by concentrating on­aircraft work at Main Operating Bases (MOBs) and that this conclusion should be tested by investment appraisal.

The investment appraisal identified 3 broad options. To concentrate `forward' certain air platforms to MOBs, to concentrate `backwards' the same platforms to the Defence Aviation Repair Agency (DARA) sites, or a hybrid solution with some platforms concentrated forward and others concentrated backwards. Following a consultation period, the final outcome was announced by Ministers in November 2020.

Other end to end work is still ongoing (under the umbrella of the Defence Logistics Transformation Programme). Areas that are being looked at include deployment planning processes and the application of `Lean' techniques in the workplace. End to End (E2E) savings and efficiencies will form a key element of the MOD contribution to the Spending Review 2020 Efficiency Review in which MOD undertook to make savings amounting to £2.8Bn a year by 2020.

This process has been designed to establish the best possible outcome for defence in terms of operational effectiveness, value for money and the balance of risk.

DETAIL: CHANGES TO ARRANGEMENTS FOR AIRCRAFT

Tornado GR4 - roll forward of depth support from DARA St Athan to RAF Marham.

Typhoon - RAF Coningsby will be the location of Depth support.

Harrier - RAF Cottesmore to be hub as already announced.

VC10 - Depth maintenance will concentrate away from RAF Brize Norton to DARA St Athan.

Hercules - Depth maintenance will transfer to an as yet to be determined provider.

Lynx, Chinook and Sea King - roll-back depth support to DARA Fleetlands

CHANGES AT STRIKE COMMAND STATIONS

The changes affect principal RAF Stations:

RAF Lossiemouth - Tornado GR4 depth support to RAF Marham. Approx 340 Service posts are expected to move from RAF Lossiemouth to RAF Marham. Additionally, there will be a reduction of around 50 MOD civilian posts. The transfer of Service posts is expected to be completed by 2020. The reduction in civilian posts will have a similar timeframe.

RAF St Mawgan - Sea King depth maintenance to DARA Fleetlands. This change, together with the contractorisation of Sea King first line maintenance, will result in the loss of around 90 Service and 40 MOD civilian posts.

RAF Marham - This station will become the depth support hub for Tornado GR4. As a result, around 340 Service posts will transfer for RAF Lossiemouth to RAF Marham.

RAF Brize Norton - VC10 depth maintenance work will transfer to DARA St Athan during 2020. Around 180 Service jobs will be lost.

RAF Lyneham - Hercules aircraft Depth maintenance will transfer from RAF Lyneham to an alternative provider, details of which have yet to be settled. The current estimate is that around 130 service posts are likely to be lost by mid-2020.

RAF Kinloss - Depth maintenance for the Nimrod MR2 will focuss on RAF Kinloss with the majority of depth maintenance being undertaken under contract by March 2020. This will involve the loss of around 35 Service posts.

In order not to prejudice the in-service date of the upgraded Harrier GR9, it has already been announced that Harrier support will concentrate forward to RAF Cottesmore.

The drawdown of Service personnel will form part of the overall reduction to a RAF trained strength of 41,000.

Every effort will be made to find alternative employment for MOD civilians. The possibility of redundancies cannot be ruled out.
