Latest News StoriesEND TO END REVIEW: THE DEFENCE LOGISTICS TRANSFORMATIONBackgroundIn 2020, the MOD undertook an end to end review of logistics processes from front line to industry. Its key recommendation was to reduce the lines of maintenance from 4 (see footnote) to 2: Forward and Depth. Forward will include what in the main used to be 1st Line (and has a deployment role. Depth was what used to be called 2nd to 4th line. The review recommended that air depth support could best be rationalised by concentrating onaircraft work at Main Operating Bases (MOBs) and that this conclusion should be tested by investment appraisal. The investment appraisal identified 3 broad options. To concentrate `forward' certain air platforms to MOBs, to concentrate `backwards' the same platforms to the Defence Aviation Repair Agency (DARA) sites, or a hybrid solution with some platforms concentrated forward and others concentrated backwards. Following a consultation period, the final outcome was announced by Ministers in November 2020. Other end to end work is still ongoing (under the umbrella of the Defence Logistics Transformation Programme). Areas that are being looked at include deployment planning processes and the application of `Lean' techniques in the workplace. End to End (E2E) savings and efficiencies will form a key element of the MOD contribution to the Spending Review 2020 Efficiency Review in which MOD undertook to make savings amounting to £2.8Bn a year by 2020. This process has been designed to establish the best possible outcome for defence in terms of operational effectiveness, value for money and the balance of risk. In order not to prejudice the in-service date of the upgraded Harrier GR9, it has already been announced that Harrier support will concentrate forward to RAF Cottesmore. The drawdown of Service personnel will form part of the overall reduction to a RAF trained strength of 41,000. Every effort will be made to find alternative employment for MOD civilians. The possibility of redundancies cannot be ruled out. NOTE: 1. The 4 current lines of maintenance are: squadron (known as '1st Level', station (2nd Level), major repair facility (i.e. DARA)(3rd Level) and manufacturer (4th Level). |
